What if I'm not from Texas?
Even though the Governmental Collectors Association of Texas (GCAT) is a Texas based association, this is not a Texas event; This is a national event! Organizations like the National Center for State Courts and the American Collectors Association have proven that while structure and terminology may vary for region to region, our problems are the same. Some of the facilitators for this event are leaders in their field and have also presented for these prominent national organizations. The difference in this event will be the primary focus, court collections...not Texas style, American style!
According to the National Center for State Courts the issue is, “...lack of compliance in paying court fines and fees denies a jurisdiction revenue, and, more importantly calls into question the authority and efficacy of the court and the justice system.” The impact of unpaid fines and fees is stunning. Literally billions of dollars go uncollected each year not only resulting in the loss of public revenue, but a decrease in public services, increased taxes, and an overall weakening of local governments.
Even more significant is the impact of the historical approach to the issue of court collections/compliance. Many courts sincerely believe people just can’t afford to pay fines. Others simply deny there might be a problem. Still others sidestep the issue by either declining ownership (not our problem), or resolving that the problem is one that just cannot be solved Court users believe the courts don’t care whether they pay their fines. Governmental leaders and administrators believe they have neither the time or the resources to deal with collection issues. These common beliefs and attitudes are so ingrained into the judicial psyche that opportunities to examine successful, proven court collections strategies and techniques are largely ignored.
The National Court Collections Conference will examine in detail successful court collections techniques and systems that are generating millions of dollars in additional revenue for the venues they serve. This two day seminar will not only focus on improving court collections, increasing revenues, and examining cutting edge collections technologies, it will also explore interest in the development of a national governmental and/or court collections association. Additionally, this will likely be the only national workshop specifically dedicated and designed to increase state and local government revenues by improving court collections offered in the United States this year.
